女性たちは今なお街の中で、家庭の中で、仕事場で、いたるところでさまざまな暴力にさらされている。それはアフガニスタンでだけでなく、民主主義が浸透し基本的な生活が保障されていると世界的に思われている日本においてもなお、起こり続けていることであり、世界中いたるところで女性は生きにくさを抱えて暮らさざるを得ない。

　暴力は地球規模の富の偏り、行き過ぎた資本主義、大国の軍事化の傘下に置かれている「内政」、「貧困の女性化」が過去のものにならない国内の労働状況など、数多くの要因がある。
　私たちの住む日本では、大きな戦争が終わった63年前から、国家間条約に守られて駐留するアメリカ合州国の軍隊により、女性は暴力を身近に感じながら暮らしている。いつの時代も怒りをもって闘う女性たちはいたが、国家権力に届かない。

　1995年、「女性の人権」という意識が高まった北京女性会議が開催された年に、大きな事件が起きた。日本国内で最も大規模に米軍が駐留する沖縄（日本の南端の、国内的にも過去長期間にわたり支配され虐げられた歴史を持つ小さな島）で米兵に少女が強かんされたのだ。当然日本中で大きな抗議運動が起きた。しかしアメリカ合州国と日本政府は抜本的な対策をとらずにいたため基地周辺を中心に米兵による強かんや暴力は収まらない。

　この2月には同じ沖縄で少女が強かんされてしまったが、大国を自認するアメリカとその属国日本の政府は、女性への性暴力などとるに足らないものと考えていることがあらためて明らかになった。沖縄県知事が「安保と少女への性暴力のどっちが大切か」と発言した。また在沖縄アメリカ総領事は、抗議のための沖縄の活動家の面会要求を無視し、コーヒーを飲んでいたという。どちらにも恥を知れと言いたい。

　しかしいつまでも女性は被害者でいるわけにはいかない。このような権力を握る男性たちの女性蔑視に対して、女性は地球規模で連帯することで世論と法律と政治を変えていかなくてはならない。世界中のあちこちで、私たちは金輪際暴力をなくそう、という声をあげていこう。アフガニスタンで、日本で、イラクで、パレスチナで、タイで、ビルマで、中国で、アルゼンチンで、世界中で。そしてそれぞれの声は手を携えあって、一本の稲穂なら簡単に引きちぎられても、まとまった稲穂であれば簡単にむしり取られることがないように、互いに連帯していかなくてはならない。

　RAWAがアフガニスタンで女性の人権確立のために行動していることにRAWAと連帯する会が連帯することは、すなわち日本の私たちの足下を把握して人権侵害や暴力に反対することを意味する。私たちはこれからも日本の、そして世界の女性の人権のために発信し、行動する。

Now is the time to raise our voices together!

Women are still in danger of facing violence everywhere, in the streets, homes, at work. It keeps occurring even now not only in Afghanistan, but also in Japan, regarded worldwide as a country with democracy prevailing and basic livelihood being secured. Thus all over the world women have to live through various hardships.

There are quite a few factors which bring about violence, to name but a few, world spread maldistribution of wealth, overcapitalism, Japanese domestic administration under the umbrella of super power's militarization, working conditions in which feminization of poverty is outliving
In Japan where we live, since 63 years ago when a big war ended, women have been living surrounded by tremendous fear of violence because of the US military presence in Japan under the treaty concluded between the nations. There have been, time after time, struggling women with wrath, and however loud their voices have been they've never reached the power of the state.

In 1995, the year in which World Conference on Women in Beijing was held in the wave of movement enlightening "human rights of women", there was a big incident in Japan. In Okinawa, prefecture with a long history of subordination and oppression even by Japanese central government in a small island situated in the southernmost of Japan, where the most of the US military are stationing, a girl was raped by US servicemen. Naturally, protest movements on a vast scale spread all over Japan, However, both governments never took any drastic measures, which leads the present situation that there have never ceased rapes and violence by US servicemen in Okinawa especially in the vicinity of the bases until now.

This February, a girl became a victim of a rape by an US soldier in the very Okinawa. This incident exposes that both governments of the US, self-acknowledged super power and of Japan, a subordinate of the US regard sexual violence towards women as of little importance. The governor of Okinawa allegedly said, "Which is more important, the security treaty or rape of a girl?" Moreover, on February 28, the US consulate general in Okinawa was reportedly drinking coffee while the Okinawan protesters were waiting with the request of meeting him, which was eventually rejected. Shame on both of them!

But, women cannot remain being victims any longer. Against such chauvinism of the men with power, women must change public sentiments, laws, and politics through the solidarity on global scale. Let us raise our voices of "No Violence Ever!" in every corner of the earth. In Afghanistan, in Japan, in Iraq, in Palestine, in Thailand, in Burma, in China, in Argentine. And each voice must be organized in order to strengthen following an example that one rice ear can easily be plucked while a cluster of rice ears cannot.

For the Friends of RAWA, Japan to join RAWA's activities of establishing human rights of women means that Japanese women as well have to grasp what situation they are in now and take actions of protesting against human rights violation and violence. We never stop sending messages or taking actions aimed at fulfillment of human rights of women in Japan and the world.

RAWA創立30周年および国際女性デーを祝して

国際女性デーのこの日を、今年30周年を迎えるRAWAの皆さんと一緒に迎えることができて光栄です。皆様の30年間のたゆまぬ活動と努力に敬意を表します。

　 9.11以降、世界のメディアがブルカを脱いだアフガニスタン女性を撮影をしようと追いかけました。そして私たちは、良くも悪くもその映像を見てアフガニスタンの状況を知ることになりました。
　しかしながら、そんな映像には決まって人種差別的で、反イスラムに基づく先進国側の偏見によるものが多く見られました。かわいそうだから支援するのだという人種差別的な復興支援は、日本でも多額の予算を得て、次々とアフガニスタンにむかって開発支援計画が立てられていったのです。

　 けれども私たちRAWAと連帯する会にはこのような人種差別に基づく関心ではなく、真にRAWAの理念やミーナの思想、そしてRAWAが絶え間なく続けている活動に心から共感し、その活動を遠い日本で支えたいという思いを抱える人々が集まっています。
　RAWAを支えることが、アフガニスタンの将来につながることだと信じているからです。

　 さらに、RAWAと日本の私たちの二つの活動の連帯は、アメリカ合衆国主導の拡大経済主義――グローバリゼーション−−によって地球規模の市民権や環境が危機にさらされている現在、これらの危機に共に抵抗することにつながると信じています。

　 日本社会もグローバリゼーションの負の影響を受け、今までになく社会の格差が広がり、大人にも子どもにも「いじめ」が蔓延し、また失業や若者の就職難、自殺といった問題が毎日のようにニュースで流れます。
　そのような中でRAWAと連帯する会のメンバーはそれぞれが、これらの問題を始め、地域を軍事主義の拡大から守る運動、在日米軍基地による弊害、イラクや中東での劣化ウラン弾などの影響、広範な環境破壊などに関心を持ち、幅広く活動しています。

　 そんな私たちの結晶のひとつとして、このHewad High School基金がRAWAの未来とともにアフガニスタンの未来を育てることに役立つことを誇りに思います。
　ぜひ、若いみなさんは自分の力を信じて、Hewad High Schoolでおおいに学んでください。

Statement on the occasion of the International Women's Day

It's a big pleasure for us to celebrate "International Women's Day" with RAWA when they also celebrate their 30th anniversary. We are proudly following your continuous activities and efforts. We also support your fight.

After 9.11, world press started to show Afghan women who stopped wearing burka. At the very beginning, we watched this picture without any comments. For us, this was first contact with you that is to say, for better or worse, we got to know the situation in Afghanistan through this. Unfortunately, all of these pictures were from one-sided view of developed countries based upon anti-Islamic thinking. After these prejudiced pictures shown, everyone including Japan was inclined to help them, to our regret, out of pity.  In Japan, too many supportive plans with no feelings but only money came one after another.

We gathered as a group which really understands purpose of RAWA and Meena. We try to support you from a far country, Japan. We have same heart as RAWA people. So we believe that we are different from those prejudiced supporters. We do what we should do, because it will create a good future for Afghanistan.

As RAWA and Friends of RAWA-Japan, our activities and solidarity will especially defeat America's capitalism-globalization, which is a big danger to the world's population and human rights.

Japan society is also under the influence of globalization, and inequalities within society are growing up. Bullying at schools or companies is affecting people so that committing suicide has become a big problem nowadays.

We, members of Friends of RAWA-Japan, are acting against these problems, such as militarism, evil effects of existence of American bases in Japan, effects of DU shell, environmental destroy etc.

So, we believe that our heartfelt support, Hewad High School Fund, will help you to build a happy future for RAWA and also Afghanistan. We want these young people to believe their power and study hard at Hewad High School.

I want to finish my words with a saying of Rumi who is well-known in this country.
"You are the life of earth, let this peace be yours, be happy!! "

＜ブラック・デイにおけるRAWAと連帯する会の声明＞
アフガニスタンでも日本でも、女性は一人の人間として生きるべきである

今年も私たちRAWAと連帯する会は、RAWAのブラック・デイのデモンストレーションに参加できたことを喜んでいる。そしてRAWAがこの2005年のブラック・デイにおいて、アフガニスタンの現政権と原理主義者に抗議するデモンストレーションを行うことに心から賛同の意を表する。
このデモへの参加は、女性たちが反民主的な勢力に対抗する世界的な潮流のひとつなのだ。
私たちはRAWAによって、アフガニスタンでいまだに女性がその意思があっても満足に教育を受けることもできず、生の基本である水さえも不足する生活を送らざるをえないこと、女性が家庭の外で職業に就くことに圧力がかけられ、働くすべのない女性は売春を余儀なくされていること、原理主義者によって子どもは連れ去られまた女性は性的暴力にさらされていること、女性も男性も能力を生かす職業に就くこともできないことを知ることができた。そしてアフガニスタンをそのような状況に放置している罪は日本にもある。私たちRAWAと連帯する会が憤るのはまさにこの点である。
それというのも、日本がアメリカ合州国のとりわけブッシュ大統領の「家来」であり、一部の政治屋がアメリカ追随を推し進めているためなのである。だが開かれた民衆はそのような国の行く末に怒り、失望し、変革を加えたいと考えている。実はこれはアフガニスタンの政治と同じなのだ。
つまりアフガニスタンでは現政権から原理主義者を切り離し、日本では過去を顧みない好戦派を政権の外に追いやることが重要である。
日本でも、女性の人権――それは、働きながら子どもを産み育てる権利、子どもを産むことを自分で決める権利、男性も女性と同じように家庭の責任を負うこと、女性が結婚の制度の外で産んだ子どもを結婚の制度の中の子どもと同等の権利をもつこと、といった基本的な人権――が脅かされつつある。日本と隣国中国のとの関係の悪化も日本の歴史認識のまちがいと頑迷さにある。それは先進国とみなされ、西側に属し、アメリカに追随する「民主主義国」の日本において起こっている反動的な圧力である。私たちもまさに日本の原理主義者たちと闘っているのである。
日本に住む女性として、ジェンダー・イクオリティに反対する勢力に対抗して闘っていく力をつけるためにも、女性の人権の擁護のためにアフガニスタンのRAWAと連帯する意味は大きい。
そして今またイラクやパレスティナの影に隠れて世界の表舞台から忘れられつつあるアフガニスタンを、白日の下にさらす責務があると考える。
ともに力をふりしぼって、力を持った原理主義者や反動的保守主義者に立ち向かっていこう。

Every woman should live her life as independent human wherever she may live in Afghanistan or Japan.
